The Development

Located in the Ardenwald neighborhood, close to downtown Milwaukie, this innovative development of two-story, semi-detached cottages provides 15 permanently affordable homes for small families, couples, and individuals, and it’s paving the way for the affordable housing development of the future.

Shortstack Milwaukie is fully electric, with each unit exceeding the energy efficiency standards set forth by the City of Milwaukie. The project also features mass-timber panel construction, which makes use of sustainable materials that have a lower carbon footprint than concrete or steel.

Shortstack Milwaukie is designed and developed entirely by women-led firms including Shortstack Development LLC, whose leading-edge approach to infill housing is cropping up in communities throughout the Portland metropolitan area.

Groundbreaking for this development took place in October 2024.

The Homes and Community Amenities

Each two bedroom home includes all-electric appliances as well as heat-pump heating and cooling.

Shortstack Milwaukie is strategically situated close to transit, community parks and green spaces, and the services and employers of downtown Milwaukie.

Proud Ground owns the land and holds it in community trust, which means home buyers only have to afford the cottages themselves. Prospective home buyers will gain access to Proud Ground’s Homeownership Education and Counseling programs, as well as access to down payment assistance grants and ongoing educational opportunities to support homeownership and financial stability.
